Cyprus has introduced faster, designer-certified permit routes for straightforward projects. Where they apply, they can cut a lot of waiting one of them even issues the permit automatically if the authority misses its deadline. But they come with a strict eligibility list, and a single disqualifying feature on your plot puts you back on the conventional route. Here’s how to tell whether you qualify.
This is the newest layer of Cypriot permitting and the rules are still settling, so treat the specifics below as a starting point to check with your designer, not a final ruling. The detailed conditions here are drawn from ETEK guidance and should be confirmed against the decree text for your case.
Two different fast tracks
It helps to keep the two consents separate (if that distinction is new, read planning permission vs building permit first):
On the planning side “Planning Certainty” (Πολεοδομική Βεβαιότητα). A designer certifies compliance and the system produces an automatic planning confirmation instead of a full assessment. Different instruments cover different scales:
- Εντολή 2/2020 – up to 2 dwellings
- Εντολή 1/2025 – 3–4 units, up to 12 terraced houses, or up to 20 flats in a block of ≤4 storeys (top-floor slab ≤15 m, ≤1 basement ≤600 m²)
- Εντολή 2/2025 – commercial / office / mixed developments up to 1,000 m²
Related Special Development Orders (Κ.Δ.Π. 322/2024 and Κ.Δ.Π. 60/2025) produce a “Confirmation of the Planning Authority” via the ΕΠΒ application type.
On the building side expedited building permits. Κ.Δ.Π. 32/2025 covers building permits for up to 2 dwellings plus division permits; Κ.Δ.Π. 91/2025 extends the route to 3–4 units / ≤12 terraced / ≤20-flat blocks. These use the Α12 application.
What the fast track actually gives you
The headline benefit of Κ.Δ.Π. 32/2025 is real: the building permit is issued automatically if the authority does not complete its examination within the prescribed period. Instead of an open-ended wait, there’s a hard backstop. In exchange, oversight moves to the back end the authority carries out a site inspection within 30 calendar days of the Certificate of Approval application, and runs sample audits covering at least 15% of the previous year’s permits of that type. The eligibility checklist (Κ.Δ.Π. 32/2025)
To use the expedited building-permit route, broadly all of the following must hold. Your project must:
- be up to 2 dwellings (including additions/conversions), or a division permit for a building that functions independently;
- sit on a registered plot or an “under-creation plot” (division permit obtained, kerbs in place, roads at final surfacing);
- be in a Residential, Tourist, or Housing-and-Offices Zone;
- already have planning permission or a planning confirmation;
- be signed by all co-owners.
And it must not be knocked out by any of these the list that catches most plots:
- title shows third-party rights or servitudes (cables, pipes, etc.);
- title describes the parcel as “Τόπος”;
- plot mortgaged without the lender’s certificate;
- watercourses, boreholes, wells, tanks or channels on or adjoining the plot;
- affected by road-opening or widening on a primary artery / interurban road;
- more than 2 dwellings, or vertical-division parcels exceeding the dwelling count;
- in breach of an existing permit condition;
- an existing illegal building (unless being legalised in the same application);
- existing non-residential development, or a change of use proposed;
- discretion sought under Κ.Δ.Π. 309/2019;
- in a Special Character Area (ΠΕΧ);
- a listed building on the plot;
- in a village core of Annex Ζ of the Rural Policy Statement;
- in an Antiquities Controlled Area or carrying the “ΑΜ” notation;
- in the Dead Zone, NATURA 2000, or the Sovereign Base Areas;
- in Geological Zone 1 or 2 (a geological study is then required);
- in a Special Provisions area which, for Larnaca, notably includes the airport flight-path zones.

The Larnaca angle
Two items on that exclusion list bite harder in Larnaca than elsewhere: the airport flight-path Special Provisions and the geological zones. A meaningful number of Larnaca plots are affected by one or the other, which is exactly why “am I eligible?” is a local question worth asking early before you assume the fast track is available.
How to find out if you qualify
Eligibility is decided by the plot and the design before you submit it isn’t something you can request afterwards, and the ΕΟΑ Λάρνακας confirms there’s no way to speed up a conventional application once it’s in.
