This one surprises almost everyone: yes, a fence or boundary wall needs a building permit in Cyprus. It’s a common assumption that a boundary wall is too minor to bother with, but it’s a structure like any other, and the heights are regulated. The height limits
These are the numbers to know, measured from the adjoining natural ground level (ΕΟΑ Λάρνακας building FAQ; consistent with Παράρτημα Β §11 and Εντολή 1/2025 §10):
- Along the boundary with a road and within 3 m of it, the maximum height is 1.20 m.
- On the other boundaries, the maximum is 2.10 m.
The lower limit on the roadside exists for road safety and sightlines, which is why it’s stricter than the side and rear boundaries.
Retaining walls are different
If your wall also retains earth (holds back a level difference), it’s a retaining structure with its own rules, typically a limit of around 2.00 m per step, with stepping required above that, and proper engineering. On sloping Larnaca plots, this comes up often, and it needs a civil engineer’s design, not just a mason.
Why it’s worth doing properly
An unpermitted wall is an unauthorised structure. That can surface later when you sell, when you apply for the building’s Certificate of Approval, or if a neighbour complains, and it can hold up your title. A wall is cheap to permit and expensive to unwind, so it’s the classic false economy.
Process, in brief
A designer prepares the drawings and submits them through ΙΠΠΟΔΑΜΟΣ (electronic only since 1 July 2024); in the Larnaca district, the authority is the ΕΟΑ Λάρνακας. If the wall is part of a new house or larger project, it’s normally included in that application rather than permitted on its own.
The takeaway
Don’t treat the boundary wall as the one thing you can skip; it’s precisely the item people get caught on. Keep to 1.20 m on the roadside and 2.10 m elsewhere, permit it, and it’s a non-issue.
