This is one of the most-asked questions in Cypriot property and one of the most badly answered. You’ll find confident numbers online that are either out of date or quoted from a press release rather than the actual law. Here is the honest version, with the timeframes that are officially defined clearly separated from the ones that aren’t.
First, a distinction that matters for the answer: in Cyprus, you need two consents for planning permission and then a building permit under two different laws. If that’s new, start with planning permission vs building permit. “How long does it take” really means “how long do both take, in sequence.”
The timeframes that ARE officially defined
These come from the Department of Town Planning & Housing’s own manual and from the relevant Ministerial Directions:

The three-month figure for a standard planning application is a target, not a guarantee. Real duration depends on the completeness of your submission and the workload of the authority in Larnaca, the ΕΟΑ Λάρνακας.
The building permits the honest part
Here is where most articles overreach. There is no published statutory service standard for how long a conventional building permit takes. Real-world duration depends on the district authority’s backlog and on how clean the application is. Anyone quoting you a precise, guaranteed number for a standard building permit is guessing, and we’d rather tell you that than invent one.
You may also see a “20 days for planning plus 20 days for building” figure circulating in the Cypriot press. We deliberately don’t repeat it: it isn’t sourced to any decree text, and treating a press soundbite as a legal timeframe is exactly the kind of thing that erodes trust.
The fast-track routes where real deadlines exist
Cyprus has introduced expedited procedures that carry hard timeframes for qualifying projects:
- Κ.Δ.Π. 32/2025 (up to 2 dwellings, plus division permits) the headline feature is that the permit is issued automatically if the authority fails to complete its examination within the prescribed period. The authority also carries out a site inspection within 30 calendar days of the Certificate of Approval application and sample audits covering at least 15% of the prior year’s permits of that type. - Κ.Δ.Π. 91/2025 extends a similar route to larger residential schemes (3–4 units, up to 12 terraced houses, up to 20-flat blocks).
Whether your project qualifies is decided by the plot and the design before you apply it isn’t something you can request afterwards. In fact, the ΕΟΑ Λάρνακας states plainly that no procedure exists to speed up a conventional application. The only route to “faster” is qualifying for one of these schemes in the first place. So what should you actually plan for?
- If your project qualifies for a fast-track route, timelines are defined and comparatively quick.
- If it goes through the conventional route, budget generously and don’t anchor on a single online number. The honest planning assumption is “months, not weeks,” driven heavily by submission quality and authority workload.
- The single biggest thing within your control is a complete, correct application. Incomplete submissions are the most common reason a permit that “should” take three months takes far longer.
