If you searched this question a couple of years ago, the answer was “the municipality” or “the District Planning Office.” As of 1 July 2024, that answer is wrong.
Cyprus reorganised its local government, and the permit-issuing power moved. If you are planning to build, extend, or subdivide in the Larnaca district, here is who you actually apply to today and why so much of what you will read online is now out of date.
The short answer
Both planning permission (Πολεοδομική Άδεια) and the building permit (Άδεια Οικοδομής) for the entire Larnaca district are now issued by the:
Επαρχιακός Οργανισμός Αυτοδιοίκησης Λάρνακας (ΕΟΑ Λάρνακας) Larnaca District Local Government Organisation
Not the Municipality of Larnaca. Not the District Administration. Not the old Επαρχιακό Γραφείο Πολεοδομίας. Those bodies handed their licensing functions to the ΕΟΑ under the περί Πολεοδομίας και Χωροταξίας (Εκχώρηση Εξουσιών) Διάταγμα του 2024 (Delegation of Powers Order), which took effect on 1 July 2024.
What actually changed
Before the reform, planning and building licensing in Larnaca was split across the municipalities, the District Administration, and the District Planning Office. Cyprus’s local-government reform consolidated a wide range of these functions into new District Local Government Organisations, one per district (Larnaca, Nicosia, Limassol, Paphos, Famagusta). Each now runs both planning and building licensing for its area through dedicated sectors:
- Τομέας Πολεοδομικής Αδειοδότησης – Planning Licensing Sector (planning permission)
- Τομέας Οικοδομικής Αδειοδότησης – Building Licensing Sector (building permits)
- Τομέας Επιβολής – Enforcement Sector
There is one important exception. For certain large or special categories of development reserved to the Director of the Department of Town Planning & Housing (Διευθυντής Τμήματος Πολεοδομίας και Οικήσεως), the Director, not the ΕΟΑ, remains the planning authority. And in a mixed development that includes any such reserved category, the Director becomes the planning authority for the whole thing.
(Source: Εγχειρίδιο Πολεοδομικού Ελέγχου, 1st Rev. Jan. 2025, §2.3.) Your designer will identify which authority your specific project falls under; filing with the wrong one results in a formal “refusal of receipt.”
Everything is now online – ΙΠΠΟΔΑΜΟΣ
Since 1 July 2024, all planning and building applications in Larnaca are submitted electronically through the government platform ΙΠΠΟΔΑΜΟΣ. Paper filing is no longer accepted. To use it you first need a verified CYLOGIN profile.
In practice, this means the application is prepared and lodged by your licensed architect or civil engineer, who is registered to use the system. You can track the status of your own application through the portal.

The licensing sectors operate from Aradippou by appointment. (Details below were verified from the ΕΟΑ Λάρνακας website in July 2026. Always confirm the current numbers on eoal.org.cy before relying on them.)

Two things the ΕΟΑ wants you to know
There is no way to “speed up” a normal application. The ΕΟΑ states plainly that no expedited procedure exists for a conventional planning application. The only route to a faster decision is qualifying for one of the designer-certified fast-track schemes. There is one practical consequence worth knowing early: since 1 July 2024, in the Larnaca district, both permits are issued by the same body, the Larnaca District Local Government Organisation (Επαρχιακός Οργανισμός Αυτοδιοίκησης Λάρνακας, “ΕΟΑ Λάρνακας”), not the municipality and not the old District Planning Office. Why is the internet out of date on this
Because the change is recent, a large share of English-language guidance, forum answers, and even some professional pages still name the municipality or the District Planning Office. If a source tells you to apply to Larnaca Municipality for a building permit, it has not been updated since mid-2024. When you read planning content about Cyprus, check its date; this is exactly the kind of fact that decays quietly.

The process is more centralised than before, but the two-consent structure, validity periods, and technical requirements remain unchanged.
